An international rights group urged the European Union on Tuesday to pressure Greece's new Socialist government into ending the "abusive" treatment of illegal migrants, tens of thousands of whom enter the country every year.
A Human Rights Watch report accused EU member Greece of detaining migrants, including unaccompanied children, in poor conditions, blocking their access to the asylum process and conducting illegal expulsions to Turkey.
"Greece's abusive detention and illegal expulsion of migrants has gone unchecked for too long," said Simone Troller, a researcher at the rights group. "With a new government in place, ending this abuse, protecting migrant children and reforming asylum practices should be urgent priorities for Athens, and for Brussels."
While official arrival figures for this year were not available, Greek authorities arrested 146,000 illegal migrants in 2008. By comparison, Greece detained about 58,000 illegal immigrants in 2002.
Most cross over from Turkey, which Athens accuses of doing little to stop the flow and ignoring a bilateral agreement to take the migrants back. Often coming from war zones with the hope of a better life in the EU, many risk a hazardous sea crossing in small, unseaworthy vessels, typically paying more than $1,000 to smuggling gangs. Drownings are not uncommon.
Harsh policy:
The new Socialist government, elected in an Oct. 4 landslide victory, has revealed little on its immigration policy. New York-based Human Rights Watch said it had interviewed migrants who claimed Greek police had forced them or others to cross back into Turkey.
"Greece's illegal expulsions have reached a new level," Troller said. "Migrants are now being arrested throughout the country and then pushed back to Turkey. Clearly, people who need protection are not safe in Greece."
International rights groups have repeatedly accused Athens of mistreating illegal immigrants or systematically ignoring their rights.
Greek officials claim that they are overwhelmed by the sheer volume of arrivals - mostly from Iraq, Afghanistan and Africa - receive little help from the EU and minimal cooperation from neighboring Turkey.
Human Rights Watch said the new government should "put an immediate halt to the illegal expulsions," ensure that migrants face no risk of ill-treatment, either in Greece or as a result of being removed from the country, and guarantee that all migrants have access to the asylum process.
Government figures show that less than 1 percent of asylum applications were accepted last year.
On Sunday, hundreds of activists marched to a police station in Athens to accuse officers of beating an illegal immigrant who died after being released from custody.
